patch to update 0.31

Simple update to 0.31.
Remove MANDOCS and EXAMPLES option
Fix meson args
Introduce pkg-plist because of many document files.

Build passed on 11.2, with and without DOCS

Changelog:
* add commands "queued", "seekthrough", "mount", "unmount"
* support "search" with filter expression (MPD 0.21)
* support "load" with range
* allow only tag names after "list"
