If the port has USES=qt:5 and USE_QT=declarative, it fails:

> Error a dependency refers to a non existing origin: /usr/ports/x11-toolkits/qt5-declarative in LIB_DEPENDS

_USE_QT_ALL contains 'declarative' in it, but x11-toolkits/qt5-declarative
doesn't exist.

QtDeclarative has been discontinued in Qt5, replaced with QML framework, see
http://doc.qt.io/qt-5/qtquick-porting-qt5.html
