Patch to sysutils/syslog-ng317/Makefile to make libbson a requirement only if
mongodb is enabled

[I am submitting this on behalf of a colleague who does not have -- and does
not want -- a Bugzilla ID. -- dhw]

    libbson seems to only be necessary if mongodb is enabled. (we do not enable
    it in our builds).

    Move libbson pre-requisite from being a standard LIB_DEPENDS to being
    a MONGO_LIB_DEPENDS.
