svn diff to upgrade to 0.51

gohugo has been updated to 0.51
(https://github.com/gohugoio/hugo/releases/tag/v0.51)

The attached svn diff brings this port up from 0.50 to 0.51

Change log:
This is mostly a bug fix release, but it also adds some useful new
functionality, two examples are the new template funcs complement and symdiff.
This release also continues the work on improving Hugo's error messages. And
with .Position now available on shortcodes, you can also improve your own error
messages inside your custom shortcodes.

Build successfully against amd64/i386 11.2-RELEASE, 11.2-STABLE, 12.0-RC2, and
13.0-CURRENT.
