Because there is a reason for this.
There is a set of projects that would like to install their variants (flavors)
corresponding to the major version numbers. The numbers can be 0,1,2,3,...
Why invent other flavors when the digits would suffice?
The problem here isn't that it starts from a number, but a single zero that is
causing a problem.
I need to flavorize most of the ports ignition-* (for robotics) for this
reason, and some flavors there will be '0', hence this PR.
For example, ignition-math maps into many packages, like here
