FreeBSD 11.1 is no longer supported and binary packages are built for
11.2-RELEASE.  pkg(8) should have warned about an OSVERSION mismatch.

To solve this you need to properly update to 11.2.  If you need help
with that please open a thread on the FreeBSD Forums [1] or ask on 
freebsd-questions@ [2].
