Patch adding a new cad/k40-whisperer port (0.19)

It is a software to control some models of CNC laser cutters.

QA:
 - manual testing on FreeBSD 12.0 r333659 amd64. Works as intended; I was able
to control one of the supported laser cutter.
 - portlint -AC
 - poudriere testport 11.1 amd64

Doubts:
 - I am not sure about the category. K40 Whisperer is not a CAD program. From
what I've heard it should be categorized as CAM. Interestingly, there are some
CAM packages under cad category.
