Patches to files in port directory (2 new files)

Upgrade to owrep 1.2, which fixes a rare crash.

Also other port fixes (see PR 223801):
- remove dubious use of %%ETCDIR%% and replace with correct path and @sample
- simplified port; install now done with correct macros in port Makefile
- fixed hard coded /usr/local/etc in program source and man page
- updated pkg-descr to point to new website

Tested on 11.0, 11.1 and 12-CURRENT (i386).
