Binaries rarely ever change when a build dependency is updated. The vast
majority of BUILD_DEPENDS are build tools, and it really makes no sense to bump
every port when automake or perl or pkgconf is updated.

There are very few headers-only libraries, and people are quite good at doing
bump sweeps for them.
