When /etc/make.conf contains OPTIONS_UNSET=DOCS, devel/protobuf-c doesn't
install docs when built with DOXYGEN=on.

OPTIONS_UNSET should only affect how default values of port options are chosen.
It shouldn't affect what does the port install once port options are chosen.
