I PR a big update on this port.

First of all, I ask to be the maintainer.

The arrival of flavours will be used for this port which is necessary for QGis;
The third version will require a qt5 flavor. As qwt6 can be built with QT4 or
QT5 I anticipate this.

Qwt6 is now installed into the qt flavor folder.
Qwt6-designer is installed by default like on OpenBSD.

Dependent ports have been tested with poudriere 10 and 11 i386/amd64.
