I recieved a report #226054 which claims build error occurs randomly on the
state ALLOW_MAKE_JOBS=yes.

This bugfix add a line MAKE_JOBS_UNSAFE=yes to the master makefile, along with
commnent
reformation to let portlint be satisfied on other makefiles of its slave ports.
