new port required for gitlab 10.4

gitlab 10.4 depends on on version ~> 3.0.0.
There was a upstream bug that introduced an API change the broke gitlab in
version 3.0.4. They reverted to change and released 3.0.5.
To not break gitlab again if version 3.1.x is release please create this port.
