This doesn't sound like a cups-filters problem. From that log snippet, your
system seems to be lacking libjpeg, which is needed by libqpdf, which is needed
by cups-filters. I'd reinstall whatever JPEG library you have on your system
(most likely jpeg-turbo if you haven't chosen) and maybe also rebuild qpdf as
well, then try building cups-filters again.
