Python ports that don't have USE_PYTHON=noflavors should require all py-*
dependencies to have @${FLAVOR}.

Python ports that do have USE_PYTHON=noflavors should require all py-*
dependencies to have @${PY_FLAVOR}.

Non-python ports should require all py-* dependencies to have @${PY_FLAVOR}.
