Testcase: cad/py-pyfda

Adding USE_PYTHON=noflavors breaks index:
> make_index: /home/indexbuild/tindex/ports/cad/py-pyfda: no entry for /home/indexbuild/tindex/ports/math/py-matplotlib@

USE_PYTHON=noflavors doesn't mean that there is no flavor at all. It only means
that one flavor should suffice.
