svn diff for new port submission: devel/p5-App-cpanminus-reporter

New port submission for CPAN distribution App-cpanminus-reporter.  This
implements the 'cpanminus-reporter' utility used to parse 'cpanm' build logs
and transmit the results to the CPAN testers database.
