This patch addresses the marathon and fx2 grain failures caused by Salt
importing opt-1.pyc files. Tracked upstream here:
https://github.com/saltstack/salt/issues/47006

The patch disables bytecode compilation to workaround the issue. Master and
minion tested to start and run successfully.
