[NEW PORT] net/py-libfte: Format-Preserving Encryption Library/Toolkit

LibFTE is the first general-purpose library that introduces a unifying
framework for general-purpose development and deployment of FPE or FTE schemes
using formats specified by regular expressions (https://libfte.org/).

It's a dependency to bring the fteproxy Pluggable Transport for Tor into
FreeBSD :-)
