net/ceph: unbreak build with python3 as default

net/ceph try to use "sphinx-build" for making docs, which is absent in
requested "py27-flavoured" package with python3 set as default.

Solution: use "sphinx-build-2.7" instead of "sphinx-build" in cmake scripts
