This port is marked LICENSE_PERMS_DMD= no-pkg-mirror which I believe is
preventing me from doing "pkg install dmd2".

Can this please be changed, on April 7 2017 the DMD license was changed to
boost which I believe removes the previous restriction. The relevant commit is
here https://github.com/dlang/dmd/pull/6680
