Update to 1.3.1-9

Please update libfpx to the latest version.

- remove dead mirrors from MASTER_SITES and add one more working
- use configure instead own Makefile.bsd to simplify maintenance (there was a
build error with Makefile.bsd)
- http://www.i3a.org/ site doesn't contain any information about libfpx now,
change URL to http://www.imagemagick.org/. It also doesn't contain info about
libfix, but at lease libfpx is distributed by ImageMagic now.

Tested with 'poudriere testport' on supported releases.
No new portlint warnings was added.
