Update cacti to 1.1.26

Update cacti to 1.1.26 - this is a security bugfix release which addresses:

  CVE-2017-15194 - Path-Based Cross-Site Scripting (XSS) 

Due to the above, please also merge-quarterly.

Committer: please ignore portlint warnings regarding gettext as cacti has
built-in support for gettext.
