patch to update the port

- Update 0.16 --> 0.17

- "portlint -AC" just warns about non-empty $FreeBSD$ tag.

- Tested with poudriere 3.1.99.20171005 at 11.1-STABLE #0 r324504 with perl
5.24.3
To activate built-in perl tests from within poudriere, file  
Mk/Uses/perl5.mk was locally augmented with lines:

BUILD_DEPENDS+= ${TEST_DEPENDS}
pre-install:    test
.endif

Tests say: "ok".
