patch to update math/saga from 4.1.0 to 6.1.0

This patch skips 5.x versions and directly steps into SAGA GIS version 6.1.0.
It has important bugfixes, new features and again some changes in its API.

What the port update should do:
- Update from 4.1.0 to 6.1.0
- Add patches to make science/libsvm usable
- Sort dependencies and USES alphabetical again
- Update pkg-plist


Tested with Poudriere (F10.3i/a, F11.1i/a, and HEADi/a).

'portlint -AC' is also fine.
