the patch

- Update to 2.83
- Clean up and simplify Makefile
- Utilize mail/sendmail/bsd.milter.mk

poudriere 111amd64 OK

but! portlint comlains about .if ${PORT_OPTIONS:MDOCS} is being used which I
did dot get at all. Should I remove it (along with corresponding option) and
install docs unconditionally? Need advice here
