Patch to update default version of PostgreSQL to 9.5 with UPDATING

I updated the patch and include instructions for UPDATING.

Since nobody else besides me ever tested it: PLEASE test it!

I will NOT commit a patch with so much breakage out there if nobody else tested
it!
