remove IGNORE_WITH_PHP

Observium works fine with php56-mysqli and php70-mysqli. So there is no need
for IGNORE_WITH_PHP.

Also included is the addition of phpXX-openssl which is needed to use
file_get_contents http://php.net/manual/en/function.file-get-contents.php.
Observium uses since the latest CE https urls to query location apis.
