Update to version 3.12.7

Update to new version.
- A header from mumps has been renamed.
- Apply some mumps patches that are included but we were not applying.
- Add a regression option: we pass all the tests.

Drop maintenance: this is not difficult to maintain and I will continue
updating it if necessary but I find I don't use it much.
