patch (svn diff) for dns/dns_balance

This pr updates dns/dns_balance to version 2.1

Changes:

removes:
BROKEN_RUBY22 and
BROKEN_RUBY23
Builds fine on 2.2+ (build log attached)
removes:
http://www.netlab.cs.tsukuba.ac.jp/~yokota/archive/
from MASTER_SITES (abandoned it some 8+ years ago)

Adds:
LICENSE (bsd 2-clause)
USES tar:xz

That's pretty much it! :)
