New port lang/hy

Hy is a wonderful dialect of Lisp that’s embedded in Python.

Since Hy transforms its Lisp code into the Python Abstract Syntax Tree, you
have the whole beautiful world of Python at your fingertips, in Lisp form!

Requires new ports:
devel/py-astor (bug #216782)
devel/py-rply  (bug #216783)

Poudriere tested with 10.3, and 11.0 Releases
