update py-django-contrib-comments

Update www/py-django-contrib-comments to version 1.7.3 which is required for
the upcoming Pootle 2.8

Also update the requested Django version from 1.6 to 1.8, as the former is
unsupported. 'make test' still runs fine (see attachment)
