yes, I just tested it, renaming 0_ioncube_loader.ini to zz0_ioncube_loader.ini
put it at the end and calling PHP from the command line bombs with 

PHP Fatal error:  [ionCube Loader] The Loader must appear as the first entry in
the php.ini file in Unknown on line 0

as before.
