security/acme-client: Optional static linking of LibreSSL

acme-client is only usable in a LibreSSL ports tree because it links LibreSSL
dynamically.

This patch adds an option to the port that, if enabled, statically links
LibreSSL to acme-client.

The option (STATIC_SSL) is enabled by default _if_ LibreSSL is not set as
SSL_DEFAULT.
