Added an alternate svn-diff: update to 1..7.1.
ChangeLog:
Bugfix release
    * Fixed divide-by-zero error under python 3 (:issue:`23`).
    * JS url comparison code now handles ``file://`` urls (:issue:`24`).
    * Now requires Sphinx >= 1.3.

portlint ok.
