When building ffmpeg with poudriere in a arm.armv6 ARCH jail running in a
AMD64, the options NEON and VFP are not showed when running a poudriere
options, and neither also when building with poudriere bulk. So user is unable
to use this options by normal means. To enable it, I edited the Makefile and
add NEON and VFP to OPTIONS_DEFINE, ran poudriere options again, set it ON and
build with poudriere bulk.

In my mind, when building in a ARM jail the options must shows the NEON
and VFP options to the user enable (or not) it.
