I just tried again to build devel/jsoncpp on 9.3 amd64 with the default
compiler c++ (GCC) 4.2.1, and it builds fine. Ports on the old OS versions are
supposed to build with the default compiler. There is no requirement to support
other compilers. Additionally, 9.X will be retired Jan 1, 2017.

I suggest to close this unless you have a compelling use case argument to
support this particular compiler version.
