Update codeblocks to 16.01

New version of codeblocks was released January 2016.

Also, I take again the maintership of this port.

portlint: OK
poudriere: 9, 10, 11 (i386 and amd64) OK.

Please note: maybe there is a more elegant pkgconfig hack...
