Mysqlnd is unnecessary for people using other database backends
(Postgres/SQLite...) or even none at all and should rather be an configurable
option rather then enforced default.

Manually removing all the mySQL cruft from the Makefile and pkg-plist every
single php upgrade can get somewhat tedious and it's really not something
that's needed in each and every installation anyway.

This affects every lang/php port.
