In any case I don't see how it couldn't be considered a POLA violation.

Clearly the implication of setting PACKAGES is you want packages in that
directory - why else would you set it?

I know this is a long standing issue, I have encountered it before but I don't
understand why it couldn't/shouldn't be fixed - if there is a good reason then
that is fine but otherwise.. Why not fix this usability issue?
