fix packaging with python 3.5

Convert dvdvideo to using autoplist. This simplifies maintainer's life and
fixing packaging with python 3.5 in the same time.

While here:
- utilize tar:tgz in USES
- add NO_ARCH
- clean-up no more needed python-related knobs
