This attached shar creates the php70-redis port.

There is an alternate request here that creates the same port, though named
slightly differently. I don't care about the particular naming scheme, but
believe php70-redis makes sense, because the previous version is php56-redis.

The alternative port request has some issues this request addresses...
- updates version to 3.0.0 which is the first version that actually supports
php7
- use updated github repo phpredis/phpredis
- removed IGBINARY option which currently doesn't work with php7
