Update port to tip of branch 1.3-stable

The Scheduler plugin is broken in the currently released version of Deluge
(fixed in
https://github.com/deluge-torrent/deluge/commit/73152558317d47dc250da2987c96b3db50142f7b).
 There has also been other fixes made to the 1.3-stable branch that has not
been released as yet.  

Since there has been over 5 months since the latest release without an update I
thought and out-of-band update to deluge may be warrented.  

The attached patch switches to using Github and points to the tip of the
1.3-stable branch.
