Orca requires speech-dispatcher both as a BUILD_DEPENDS and as a RUN_DEPENDS.
If py3-speech-dispatcher is not detected during the configure stage, Orca is
unable to produce any speech output, meaning that people who are completely
blind are unable to use the Gnome desktop after logging in.
