The recent llvm-devel using a 3.9 snapshot seems to be build statically and is
about 4 times larger that it used to.

This was not the case with the 3.8 snapshots and with the various
llvm3x/clang3x ports.

Would it be possible to have it built using dynamic libraries again ? And if
not maybe having a warning that it needs about 900 MB to install and 3 GB or so
to compile.
