Patch to update 7.42 to 7.43

Updates Drupal 7.42 to 7.43.

Release notes

Maintenance and security release of the Drupal 7 series.

This release fixes security vulnerabilities. Sites are urged to upgrade
immediately after reading the notes below and the security announcement:

    Drupal Core - Critical - Multiple Vulnerabilities - SA-CORE-2016-001

No other fixes are included.

No changes have been made to the .htaccess, web.config, robots.txt or default
settings.php files in this release, so upgrading custom versions of those files
is not necessary.

Known issues:

    This release caused a regression with the Webform module that can cause
files uploaded to a webform by an anonymous user to fail to be submitted. See
#2675170: Drupal 7.43 makes file upload component fail for anonymous user for
more details and a possible patch.

    This release caused a regression with the File Resumable Upload module that
prevents file uploads by anonymous users from working on fields which use that
module's upload widget. See #2675188: Upload process will not complete for
Anonymous user for more details and a possible patch.
