svn diff for devel/tkcvs (patch)

I find this port pretty useful, and hope to add GIT support
to it. As such, I'd like to become it's MAINTAINER.

While here, I've taken the liberty of updating the
description, to more accurately reflect it's abilities.

As a bonus; I've even included a QA LOG along with the svn
diff, attached to this pr. :)
