Upstream doesn't install the headers and libraries.  A quick look at samtools
packages available on Linux indicates that it would probably be uncommon to
find them installed.  In my opinion, if a package is looking for samtools
headers to be installed globally, then it would seem to be a bug with that
package.

Thus I think installing files based on a port option would make the most sense.
