gcompris 15.10 update

games/gcompris: update to 15.10

- update to 15.10. This release brings locale detection bug
- update master site - they do not upload new releases to SF anymore
- add LICENSE_FILE
- replace CFLAGS/LDFLAGS with USES=localbase
