Update to 7.26.0

Update to the latest version. For a list of enhancements see:

https://sourceforge.net/p/brlcad/code/HEAD/tree/brlcad/trunk/CHANGES

All our local changes have been upstreamed.

Also take the chance to do some cleanups on the port to satisfy stage-qa, and
add the license
